After reviewing judgments and interviewing people familiar with SCC proceedings, the ABA Center for Human Rights concluded that the SCC routinely convicts people of terrorism charges without meaningful evidence; the first defendant convicted by the SCC under the 2014 law was human rights lawyer Waleed Abu al-Khair.
