What changes

The "Recent changes" link in the site header becomes Tools. Hovering over it on a computer, or tapping it on a phone, opens a drop-down list of the tool pages: Recent changes and the related lists (recent checks, citations, claims and media), and Proposals.

Why

The tool pages exist but are hard to find. A menu shows them all without loading an extra page.

How it works

The links also work without JavaScript and with the keyboard. The Proposals entry starts as a list of the pages under meta/proposals/.
