Proposal: Lists of articles with issues

What changes

A new page under Tools, Articles with issues, with one list for each kind of problem that already shows a notice on articles:

• never fact-checked (the "draft" notice);
• unresolved high-severity issues found by page checks, split by kind of check;
• later, missing English version and missing Wikidata ID, as those proposals are built.

Why

Every notice on an article marks work that someone could do. Collecting them in lists lets contributors and bots pick up that work without opening articles one by one.

Technical notes

Each list is a query using the same rules that decide the notices today, so nothing new is stored. The lists are also available to agents through the MCP.
