Under the agreement the Foundation directed local potential donors to the association's own fundraising website using the IP address of visitors to the Wikimedia sites: visitors from within the chapter's geography were shown chapter-specific banners and sent to a fundraising landing page managed and hosted by the chapter. The chapter was responsible for translating banners and landing pages into the language of its geography, for customer service and donor communications, and for the technical and legal apparatus of processing donations. It agreed a fundraising target with the Foundation's fundraising team, which made the final determination, agreed not to exceed that target or the campaign duration without written approval from the Foundation's executive director, and agreed to turn off its active fundraising banners once the target was met. It agreed to give serious consideration, if local law permitted, to transferring all fundraising revenue received under the agreement to the Foundation, less amounts the Board of Trustees determined it could retain, and could keep actual reasonable fundraising expenses up to 10% of revenue collected. Donations given directly to the chapter through its own website, outside the scope of the agreement, and restricted third-party grants were excluded from revenue sharing.
"WMF agrees to direct local potential donors to Chapter's fundraising website by using the IP address (and estimated geographic location) of visitors to Wikimedia sites during the Term. [...] IP addresses will be used to determine whether the visitors are directed to the Chapter fundraising landing page and shown Chapter-specific banners. [...] Once determined, the Chapter agrees that it will not exceed the fundraising target, including the monetary fundraising cap on accepted donations by the Chapter and the duration of the fundraising campaign by the Chapter, except as agreed in writing by the WMF Executive Director. Notwithstanding the foregoing, the WMF fundraising team will make the final determination. Unless otherwise extended, the Chapter agrees to turn off active fundraising banners when its fundraising target is met. [...] It is understood that the Chapter may retain actual reasonable fundraising expenses up to a maximum of 10% of fundraising revenue collected."
