Claims

  1. The resolution describes chapter fundraising on the Wikimedia project sites as "payment processing" — the capability some chapters developed to collect donations from visitors to those sites — and states that it should be considered only where it adds sufficient value to the movement to offset the significant additional time and money required from both the chapter and the Foundation. The four chapters that had payment processed the previous year, Wikimedia Deutschland, Wikimedia France, Wikimedia UK and Wikimedia CH, could continue provided they met the criteria in the Board's letter of August 2011 and signed the annual fundraising agreement, with compliance determined by the Foundation's Executive Director. The Board asked the Executive Director to allow no additional chapters to payment process until it revisited the framework in late 2015, ahead of the November 2016 campaign. The vote was seven in favour, one opposed and two abstentions, the abstainers being Bishakha Datta and Arne Klempert.
