In February 2012 Sue Gardner, executive director of the Wikimedia Foundation, presented a draft of new rules for the donation campaign, writing that the current state of affairs could not be sustained and that donation administration was too ineffective. She regarded the chapter structure as outdated, because it produced strong associations in countries where Wikipedia was already flourishing rather than in developing countries where free knowledge most needed promotion. Her solution was that the flow of money should in future be organised centrally through the United States office, with an international body of experienced Wikipedians deciding how much money went to each country. The taz reported that this arrangement would affect Wikimedia Deutschland above all, as the largest chapter in the world.

German donation income came mostly from Wikipedia's worldwide annual campaign, with roughly half flowing to the United States and half remaining in Germany. When Wikimedia Deutschland announced a donation target of €3.8 million it drew criticism from the United States: Wikimedia manager Barry Newstead wrote that they were concerned the association preferred to invest aggressively in local projects rather than support the Foundation's global work. The budget was approved only after Pavel Richter, the association's managing director, set out that more than €1.9 million of the income would flow directly to the Wikimedia Foundation and that the association financed many international activities. Richter declined to call the exchange a conflict, saying the discussion about how future fundraising should work was not new and that raising donations locally worked best.
