- German donation income came mostly from Wikipedia's worldwide annual campaign, with roughly half flowing to the United States and half remaining in Germany. When Wikimedia Deutschland announced a donation target of €3.8 million it drew criticism from the United States: Wikimedia manager Barry Newstead wrote that they were concerned the association preferred to invest aggressively in local projects rather than support the Foundation's global work. The budget was approved only after Pavel Richter, the association's managing director, set out that more than €1.9 million of the income would flow directly to the Wikimedia Foundation and that the association financed many international activities. Richter declined to call the exchange a conflict, saying the discussion about how future fundraising should work was not new and that raising donations locally worked best.
