Proposal: Tools menu

What changes
- A Tools menu. The "Recent changes" link in the site header becomes Tools. Hovering over it on a computer, or tapping it on a phone, opens a short list of the tool pages: Recent changes, Proposals and Articles with issues. Tool pages added later go in the same list.
- One Recent changes page. Instead of five separate "recent" pages, there is one Recent changes page with tabs at the top to switch between the kinds of change: Pages, Page checks, Citations, Claims and Media. Pages is selected by default.
- A Proposals page lists all proposals, grouped by status, with open ones first.
- Articles with issues is the one page for all lists of articles that need work, described in Lists of articles with issues. The list of articles without a Wikidata ID, which has its own page today, becomes one of its kinds.
Why
The tool pages exist but are hard to find. A menu shows them all without loading an extra page.
How it works
- The menu and the tabs also work without JavaScript and with the keyboard.
- Each tab has its own address, so a link can point straight to, for example, recent citations. The old addresses of the separate pages keep working and lead to the matching tab.
- The Proposals page lists the pages under meta/proposals/.
Changed after review
The first version of the menu listed all five recent-changes pages and the Wikidata list. Erik found the list long and growing, so the recent-changes pages now share one page with tabs, and the lists of articles needing work share the Articles with issues page. The menu keeps one entry for each.
