- The recitals of the July 11, 2012 resolution record the sequence by which the FDC was created: the Board expressed its desire to create the committee in its fundraising letter of February 8, 2012; in its resolution of March 30, 2012 it directed the Executive Director to determine the structure and composition of the FDC; an advisory group was created to assist her; and the Executive Director prepared the framework for the creation and initial operation of the FDC, which the Board reviewed and supported. The resolution then establishes the FDC as a volunteer-driven advisory committee subject to its Charter. It was passed 9-0 with one absent.
