- In February 2012 Sue Gardner, executive director of the Wikimedia Foundation, presented a draft of new rules for the donation campaign, writing that the current state of affairs could not be sustained and that donation administration was too ineffective. She regarded the chapter structure as outdated, because it produced strong associations in countries where Wikipedia was already flourishing rather than in developing countries where free knowledge most needed promotion. Her solution was that the flow of money should in future be organised centrally through the United States office, with an international body of experienced Wikipedians deciding how much money went to each country. The taz reported that this arrangement would affect Wikimedia Deutschland above all, as the largest chapter in the world.

Gardner hält diese Chapter-Struktur für überkommen. Denn sie führt dazu, dass es in Ländern, in denen Wikipedia ohnehin floriert, starke Vereine gibt - anders als in Entwicklungsländern, wo man freies Wissen doch eigentlich besonders fördern möchte.
